You’re considering multiple moving parts here, so let me break it down.
Wrath: at under 75% max HP, it drops the cool down by 1 at the start of your phase.
Breath skills: adds +1 to each charge on enemy phase.
Heavy blade: adds +1 per attack you make if you meet the conditions for its trigger.
Wrath considers only the start of your phases and special triggers, so it is negligible and will always activate if the conditions are met.
Steady/warding breath allows you to have a 2 reduction per attack, regardless of who is attacking. Heavy blade considers your attacks only.
So on enemy phase, steady/warding breath will not stack with heavy blade. But on player phase, heavy blade is all that matters.

Edit: I wouldn’t bother messing too much with Zelgius’s base kit. It is plenty good enough on its own. You can give him a breath and QR seal along with a dual rally, but leave the rest alone. He’s an awesome unit with warp powder.
