For a really budget set, just use his base kit and fill in the holes with something like Desperation in the B slot and Bonfire for the special. If you want to keep his Tannenboom, just refine it for Spd, if not Slaying Lance or even something like Firesweep would work, but that's probably a little past budget.
Edit: You should also probably replace Reciprocal Aid with Swap or Pivot too
