Windsweep Legion

Could Legion's base set with windsweep and life and death 3 be viable? If he declares an attack he'll turn all give the target panic status (and potentially make them lose hp with fury), and they probably can't counterattack (40 speed + phantom seal). Then on enemy phase they attack him first, which has little chance to kill him since all their buffs are turned to debuffs and he has high HP. He then counterattacks (probably twice), activating reprisal for huge damage.
