Why is regular celica rated so high?

She’s tier 2 in gamepress’ tier list, but I’m don’t know why she has such high stats. Her 32/33 is just worse than some other mages like Tharja (normal and bridal).
Moreover, low defense AND resistance doesn’t seem to help a lot either, granting that a lot of defense points will be better used in slotting them to resistance for ploys, more resistance to other red mages and such.
The only redeeming point I think she has is ragnarok. +5/+5 sounds so powerful that she might just kill reds outright with swift sparrow or attack speed rush.
But is Ragnarok so strong that it outweighs blade tomes, which are available to all mages, even ones with better offensive stats like Nino?

You kinda hit it head on.Mixing Ragnarok with LnD, Swift Sparrow, Atk/Spd Push is a great mix, and it makes her extremely potent. I still use her to great effect against alot of units that simply die during the first blast of her attacks. She may not double everyone, but she hits like a damned truck, and she's one of the fastest red infantry mages (or is she the fastest, I forget)

The strength of Celica is simply that she doesn’t need her hand held all the time the way a blade tome mage does. Move one of them out of range of their buffers for a turn and watch their damage plummet.

A good point actually. I don't know about the ranking itself, but I think she's rather strong and I enjoy using her more than blade tome mages, because you are not so reliant on buffs.

First of all, her defenses are servicable for an offensive unit. She has pretty good hp pool for an offensive mage and considering she'll rarely get doubled, makes her able to survive some abuse. Being unable to use ploys kind of hurts, but there are loads of other C skills to choose from.

Ragnarok is really strong, but requires a build commitment or team support (by healing) and is kind of outshined by some other red tomes now (sadly)´, but I still like the fact, that you can be sort of a one-hit wonder and be stellar in one encounter and then just take safer kills. The fact that she doesn't need hone buffs means that your team can utilize drives and debuffs in their C slots, which are arguably better than hones which require strict positioning and can be punished (hone cavalry and fliers and such are obvious exceptions, because the bonus is just too good).

She's probably not tier 2 material, but she's still pretty good. I'm using +spd -def (0 merge) Celica as a bonus unit this season in tier 20 arena and she still holds up against those beefy units even with minimal support (which means drive atk and spd provided by Soleil.).

She is so high because she was right up there with Tharja as best red mage a year ago on release. Since then she has been repeatedly powercrept by Horse Eirika, Bridal Tharja, and now Summer Tana. I agree she's not on par with some of the other units in Tier 2 like Bridal Cordelia.

It's not that Ragnarok is better than a blade tome, it definitely isn't, but it is different in that you don't need to plan buffs for her to work. The power creep equivalent is Ishtar who brings +10 ATK/SPD and cooldown reduction on odd turns with no health restriction which is so much more powerful than Celica.
