Because some people like to crunch numbers...and fail miserably. Brazen skills are only useful if you can be attacked and survive. So it only happens if the unit is already tanky (otherwise it is ORKO). Most unit cannot use the skills, at all, since they die on the first attack. Brazen skills are for tanks and baits.
