Why isn't Elincia in the updated Flier tier list?

With her weapon she hits 42/34. L&D, she hits 47/39. After flier buffs (im assuming budget so no hones) she hits 59/51 from 3 goads and 55/47 from 2. Meaning if you run her on flier with her quad build she will double everyone with 42 speed or lower and the threshold goes to 45 with a speed seal. This will work fine as long as you have someone you can take out those with high defenses because you give up attack. Debuffing their defense works too. So yes she is still very good.
