Why is Hack-o-Lantern a desirable skill? (with enemy special cooldown -1)

I think I'm missing something here cuz how could "inflicts Special cooldown charge -1 on foe per attack" be a good thing? Could someone explain it? Thank you.

If your axe unit is a great tank (sheena, hawkeye, helbindi...) with great def and res, he's able to soap a lot of attack. But those units are still frail against special (any bonfire, luna, aether... May be a threat).
With hack'o lantern, you've got a way to stop your foe to charge is special. It's reaaaally good

I see how it could be misleading but no. You get +1 Cooldown "Charge" per attack to charge your Special. So If your opponent is getting +1 for each attack, and the Hack o'lantern is giving them -1 per attack. Their special will remain at neutral. If a weapon says -1 cooldown "Count" that mean the overall cooldown will be 1 less (ex Slaying/Killing Weapons) So you would not want to give your opponent that haha

Aww I see. You are right, I thought the description means the special charge counter of the foe gets '-1', a '3' becomes '2' when the foe attacks.

Thanks for clearing it up.
