Why does Raudowl need Elfire before you can Skill Inherit it?

I was trying to give my Winter Tharja Raudowl + but I had to fodder a 4* Lilina's fire/elfire before I could I could let W Tharja inherit Raudowl regular and plus from an extra Katarina. I even tested this with regular Tharja, Raug, and all the other red mages that come with Flux & Fenrir etc instead of Fire/Elfire.

Things get funny when you want to pass Blarowl or Gronnowl to other units because units like Saias and L'Archele CAN inherit and learn Blarowl without knowing thunder/elthunder because they come with light/ellight. As for greens it's a non-issue because all greens come with wind/elwind.

Did Intelligent Systems mess up on this? owo If so, think we can send them lots of feedback on it? Maybe the community will get free orbs or something like with the invisible defensive tile on the Legion map? Or at the very least save some people extra grinding?

Someone else noticed this before. I don't know if there is any reason for this at all.
Maybe try sending IS a inquiry. If they get enough, they may respond.

raudrowl came out first before blarr and gronn owl and it was probably only coded to branch from elfire and they probably forgot to branch it out from ruin because its an easily forgettable skill

the light and elight tomes came out waaaay after the blarrowl tomes came out so they probably remembered to code it to branch into all the other tomes

I think is because light magic came two/three month ago and bark magic is in the game since the begining, when they release owl magics they didn't realize that but when they release light magic they realized about that and corrected the problem ony in the new magic (light)
