Title says it all. After the last TT quest tomorrow I'll have enough stones/dew for a legendary weapon refine. I will eventually give them both their refines but who should I prioritize first? My Hinoka is +HP -ATK and previously ran the brave lance build w/death blow and drag back. I'm already making a flier team that she can easily sub in and out for and her optimal build according to this site is relatively cheap and easy to build but the only problem is that I don't have the units to fodder off to her yet. My Leo on the other hand is +1 +DEF -SPD and ran a makeshift blade build (never used him much cuz I had Xander). Since someday he'll have his refine I already fully built him around it, notably giving him sturdy stance. With this I could use him as magic/bow bait (mabye a Rein/B!Lyn counter? idk I'll have to run numbers) and be more useful.
Basically Hinoka is more useful with her refine while Leo is more ready and optimized for his refine. Who should get it first?
Sub optimal ivs on the hinoka and decent ivs on the Leo.
Flier Emblem is the most expensive and in my opinion best team. Horse emblem has been nerfed in arena thanks to the slow down tiles. And everyone now has a free pole axe
It really depends on what you're looking for though. I might even suggest working on caeda if you want to flier emblem. Mixed emblem, which synergizes best with hinokas spear is also extremely expensive to build.
Sorry I guess I was a little unclear with my question earlier. I already have a fully built Caeda w/refine as well as a flier team to back her up. When I said I was "making a flier team" I meant I just needed merges for them. Right now My team consists of Caeda +1, Cordelia +1, Camilla +1 and NY!Azura. I sub out Camilla with F!Morgan if I ever need a mage and I don't mind subbing out Cordelia for Hinoka if I need a more supportive/tankierish(?) flier
Tbh I don't really need their refines. Both offer new options/play styles that seem fun. I actually have other units that could also be refined but these two just seemed more interesting. Plus they've been sitting around in my barracks so I thought I'd put them to use.

Hinoka offers a little touch more mobility; and she's got more bulk behind her than Cordelia so I can feel safer using her to bait reds and archers with the Iote's Shield seal. Plus, double Hone; one Ward and one enhanced Goad (My Camilla build is weird) works nicely to support each other.
In my opinion neither. Leo is underwhelming unit and Hinoka is quite decent, but -atk is realy bad for her.
I use both of them but neither have refined weapon. Leo is just better with bladetome, and my +atk/-spd +1 Hinoka is more usefull with brave lance (+death blow). Im waiting with my devine dew on another heroes with new weapons refines.
If you are using Hinoka as important part of you flier emblem you can refine her weapon. But in my opinion better wait for +atk Est or Cordelia, promote to 5* and inherit Br.Lance, and Hone Fl. on her.
I already have a firesweep Cordelia though she's +SPD. For me I use Cordelia as a Galeforce sweeper while Hinoka, if I were to refine her, would probably be support through her Hone Fliers and her refine and a pseudo tank with her +HP boon, decent speed (from refine), and Fortify Fliers support.
Also I'd rather not fodder off 5* units if I only have 1 copy of them but thanks for the feedback!
Depending on the IVs, a Fury/Desperation/Galeforce Hinoka armed with her preferred Lance is hella awesome, and she is almost always assured of the +4 atk/speed in-combat bonus that comes with having a nearby flier/infantry unit. Pair with Sanaki for devastating results.
Unless youre running hinoka with a ranged unit....she doesnt actually gain THAT much from refine. Its mostly bec her base weapon skill is that good. The main draw for her weapon is being able to do hit-and-run tactics....which synergizes more for ranged units.
Its actually leo that gains the most. But since hes such a bad unit, over all ur dew is indeed worth more being used elsewhere.
At the end of the day. They are both fun refines so just pick the one that you both NEED the most and will have the most fun with
Thanks for the input and the calcs! I just checked the calcs myself and he doesn't even knock out Rein on the counter (expected that to happen but still disappointed). I think I will go for the the Hinoka refine because I do have a F!Morgan and a S!Camilla that can be run with her.
