Who's the best user of Slaying Edge+?

Any of the non-legendary sword using Desperation users benefit from it.

Lon'Que and Athena are good examples, but it can work pretty well for Selena too.

Caeda and Draug use it to great effect - firing off two turn Icebergs/Bonfires drastically improves their offenses.

But I'd make an argument for Shield Pulse, myself. It's a heavy investment that enables a melee unit to survive a Reinhardt nuke and close in for the KO.

I got saber at neutral IV and I have to say he is an incredible unit who can even survive blue tome units (accept Rein). You should consider give him some love

Any unit that relies on their Special to deal damage. Selena, Caeda, Lon'Qu, Draug, Laslow and Navarre are good examples (IMO).

Draug is the best since you need a killer type weapon on armor units who don;t have a legendary to fire off Bonfires
