Who should I promote first?

Debating between Anna, Walhart, (F) Corrin, and probably Fae.

None are a priority for a team but it's more about wanting each of them at 5* with their respective weapons and having a feel for them in combat.

If you take Arena seriously then go for Anna cause if ever you don't have a bonus unit then Anna is there to help.
Otherwise it's jsut preference, IMO go with Corrin or Fae.

Fae requires a lot of investment to work well.

Anna and Walhart are the relatively solid options. Anna is actually a very decent unit, though special-dependent and not very tanky (like Fir).

I would also look at IVs. Don't promote a bad IV unless you're planning to merge. But it doesn't sound like you have plans to merge any of them.
