Who should get refine: Nephenee or Lucina?

I plan to give them their effect refines with Nephenee being a better tank and Lucina having Bond Spectrum and better as a passive healer with Renewal 3. Nephenee is +SPD, -RES and Lucina is +ATK, -HP.

Nephenee seems a lot more suited for it. Perfect IVs.

The one that you like more, and what do you need more? the tank or the passive healer?

IMO go with nephenee since she has a pretty good IV for a Tank while Lucina NEEDS High HP to even be a Passive healer.

Nephenee is an absolute beast that often times straight up ignores WTA when fighting armors, and is one of the best bait units in the game.

Lucina is a player phase unit that and act as a healer in a pinch, and depending on the refine you give her, she can be a a one-man army or she can be a friends-give-me-strength character.

A good neph can easily solo entire arena matches by herself without risking much, while lucina plays a much more risky game needing to be joined at the hip of an ally or being low on hp.

I'd say do both. I haven't refined my lucina because I have no reason to since I put aether on everything and have no need for healers anymore.
