Who to refine first?

I have a +hp -res Lilina and a +def -hp Roy. I understand that Roy has far more ideal iv's, but the thing here is that I cant complete Roy's optimal build, as i dont have close defense/steady breath/ or warding breath to give him, while Lilina is already fully built disregarding refine. So who should be upgraded first?

Lilina-refine, then when you get a +Atk one, merge.

I'd do Lilina. Even without an attack boon, she can deal some devastating damage thanks to Death Blow 6.

Lilina, Roy is quite useless Imo. He is hard to build and is overall quite weak, he might be one of the worst sword units in the game.

Outdoes Corrin(M) and Eliwood... So not much.

...I wouldn't say useless, more like he takes a bit more investment than most would like.

What's the purpose of these units? without any other info, I agree with others, Lillina is more powerful at this point in time
