Who to rank up?

I have about 33000 hero feathers and I was curious of who to rank up as I already have a complete horse, armor emblem teams and currently need hinoka for flier emblem. So I wondering who would be a good choice. Most of these are GHB heroes, tempest trials, or were freebies.
Masked marth for merging my current from the one I got one the first TT and the one I'll get soon

Camus
Valter
Anna
Legion
Robin (F)
Jeorge +atk -hp
Clarisse
3* Olivia (don't have any other dancers)
Cherche +def -res
Odin for someone to inherit Blarblade+
Robin(M) and merge him with my current because I summoner supported him.
I know this kinda of a long list but thank you for your opinions on it.

What ivs do Shareena and Olivia have because none of these are exactly Quality choices besides Olivia for being a dancer, and Cammus for being Cammus.

Shareena is neutral since she is a main character, Olivia is better to 4star +10 her and Camus if you have a good horse emblem!

Valter is good if you have a good Flier team!

I heard he was good and since I have S. Camilla, S. Corrin and Palla( sorry don't have a good caeda). He'll finish it out.

Yeah I already Xander, Reinhardt, Frederick/Titania (depending on which one I want to use per battle) and Brave Lyn for my Horse emblem team

Sharena and Anna have neutral Ivs just like the GHB heros and Olivia +hp -atk

I was thinking Sheena so that's my mistake, but honestly, just leave Olivia 4-stars and upgrade Cammus. He'll offer you the most actual benefit even outside of Horse Emblem.
