Who needs Steady Breath the most?

I finally rolled Hardin and I disbanded my Ike team to give him Warding Breath, but now I'm trying to figure out who to give Steady breath to. My candidates for it are Black Knight and Zelgius - on that same note, I'm also willing to pawn my Nephenee's Wrath onto someone, too, but I'm not sure who needs what more since Both Black Knight and Zelgius have been working wonders with Vantage.

So basically, who deserves steady breath and who deserves wrath?
