Who needs DB4 the most?

Question says it all. Is there anyone that stands out head and shoulders above the rest with it? I'm usually a sucker for just merging 5star exclusives because IN THEORY I will SOMEDAY +10 them, and THEN I can fodder, though if someone is really good with it I can occasionally break that urge. Really though it doesn't seem that great? My thoughts jumped to Effie, but +4 damage with her initiation really doesn't matter too much that I'm aware of. Even quad builds only get +8 from it, which is certainly a little better, but I'm not sure if anyone is really bumped over any crazy lines for number of KOs they get from it over DB3

Any unit who can quad will appreciate db4 outright, espesially if they have galeforce to make that +8 damage to +16 total in 1 turn.

Player phase nukes are the ones who will need it the most. This could be Reinhardt, Lilina, Cherche... There are so many units that could benefit from DB4.

Giving to Effie makes her a good player phase unit (coupled with Bold Fighter, it's going to deal serious damage), but you kind of lose the polyvalence that she can offer in arena by tanking. I know I wouldn't do it, but I am not saying it is a bad choice. It depends on your arena core / teams really.

Honestly with Brave Hector I'm probably gonna phase her out of my Arena team until I can actually get her five star merged way higher, though she is the only player phase unit inn my arena core since the others are DC armors

I don't know about 'needs', but I would figure that Reinhart/!H Jake would be the 'best' users.

Reinhart because attack is all that matters to him, Jake because he has guaranteed quad with bold fighter.

Most quad builds have competition in the form of LND3 for the A slot, so DB4 isn't as attractive of an option.

I haven't used Effie much, so I don't know if she would really be that valuable with the brave/bold combo. I know facing it in arena is a joke, but I haven't tried using it myself against AI.
