Who to give Wrath

I have a couple of bad IV Nephenees lying around and I want to fodder them off (I don't think a long term merge project is viable, as I'm f2p and not really committed to arena). Who should get Wrath? I have a Mia and a normal Hector that could probably use it, but I'm hoping for someone a little more outside the box. Also, what skills pair well with it?
