Who to give special fighter to?

So I have a level 1 brave ephraim I pulled during cyl2 and its -att +spd which is likely the worst possible outcome. Unless he's that good even with those IV's to keep I'm likely just going to fodder him for special fighter but not sure for who yet. I know its good on naturally fast units and for that I have a +att -res Amelia and a +att -def +1 LA Lyn with owltome. What are my best options?

Imo you should keep him, even if his attack is "low", he can proc ignis in almost every fight and kill the enemy.

Armoured units like Draug, Sheena and Gwendolyn will appreciate Special Fighter due to their middling speed. I was thinking of foddering my B!Ephraim for Special Fighter to my Gwendolyn as I can't wait for Vengeful Fighter. (They must have a Spd boon or some sort of way to achieve higher Spd in order for the unit to double the foe or stop follow ups)

Special fighter does not guarantee any follow ups, so I don't see why middling speed would work well with it. Draug might work okay since he is actually rather fast.

Units that will excel with special fighter are armored units that can double on both phases somehow. Notably, Ephraim himself with Garm. Besides that, naturally fast armors with armor buffs would do well, like Zelgius, Winter Robin, or Amelia.

Ephraim is one of the strongest units in the game. And with his Garm, he is perhaps the best user of Special Fighter there is. He can dump his speed for defensive stats and still guarantee double attacks.

Yes, those are some unfortunate IV's, but he will still be one of the strongest units in your barracks. I wouldn't even consider foddering off Special Fighter until Ephraim is +10, he is just too good.

Try the man out first, especially in PvE. You might be surprised how well he does with that IV.

If you want to fodder special fighter, choose someone fast like +spd Amelia or you could go for something I described last night:
Sheena +spd -HP
Slaying axe+spd
Reposition, swap, or pivot
Aether
Distant counter
Special fighter
(atk smoke or some buff for the team)
Quick riposte

Aether will normally trigger every round, so she'll have a relatively easy time keeping special fighter active and possibly even QR thanks to excellent defenses.
