Who to give Slaying Axe+ to?

I got a 5* Sheena from the CD banner and I know I'm not going to use her (even if I did, I have a 4* one with much better IVs).
I want to fodder her weapon, so I'm thinking any of these:
- W!Chrom, currently using +Def refined Sack o' Gifts, Bonfire
- Frederick, currently using +Eff Slaying Hammer, Luna
- Camilla, pretty vanilla build since I don't use her much

Is there someone I'm forgetting who is a better fit? I'm thinking Frederick might be better off with a Brave Axe+, but I'm not sure? I'm very satisfied with my W!Chrom so I'm not sure if he would be a lot better with Slaying Axe+.

Camilla would make better use of it.

Frederick already can get Slaying Hammer+ for a decent budget option

Winter Chrom literally doesn’t need it.... Sack o gifts already synergize with what he’s good at; being defensive

And Camilla wants it, she needs the extra stats from refining to do well, since she’s worthless with her brave axe+
