Who to give my Panic Ploy fodder to?

So I've just gotten a pity break Luke and that means I have a Panic Ploy fodder. I have no idea who I should give it to though. My top options seem to be currently Tiki(A), Nowi(although with a minus Res IV), and Fae. Which of those should get it first? If those options aren't that great, who should I be saving it for?

I gave it to my Fae, but she is my Summoner Support and first max merge. That gives her 57 HP(60 when a blessing can get involved)

Fae is probably the best of those. She has the second highest HP of any dragon(beaten only my M!Grima) and can function well with just about any IV set.

Put it on Zephiel because he survived an assasination from his father and usurped his throne like a boss.
