Who to give blue flame to

I got my first Owain but he has awful IV's (-atk +res) and he would have to compete against my better Karla and Arya so I dont see a point in keeping him but would love to give his special to someone. In everyone's experience who benefits most from it aside from people with bond skills

Well if you aren’t going off of bonds, a DC user? Or maybe Innes if for something reason you aren’t going with iceberg

I will probably put it on someone with a bond since it combos well, I just don't want people ti just put that as their answer

How?

Healers can use blue flame.

Bond users and "Teleporters" (Anna/Takumi, offensive WoM user) definitely make the most of it, which you may as well at least consider slapping the Bond seal on them if not their A slot.

Takumi and Anna are doubly good for it, since they don't have the stats to make good use out of other specials like bonfire or iceberg.
