Who gets Wrath?

I have 4 candidates that could use Wrath 3 effectively, but I'm unsure who would be my best option.

Black Knight +2 Merge
Zelgius -SPD, +HP
Hector (LA) +Res, -HP
Ayra -DEF, +ATK

I'm personally leaning towards Black Knight since I can also give him Steady Breath or Hector (LA) since he'd get +20 to his Special. I do also have a spare Distant Counter I can give Ayra. Any Advice?

All four named are probably the best candidates in the entire game. The choice depends entirely on your current active team composition.

Slaying Wrath Ayra, double Wrath Hector and Black Luna Wrath BK/Zelgius all run it splendidly well, therefore any decision would hardly be a wrong one, the question is only about the synergy with the rest of the team.

Hijacking a bit, but would Wrath still be worth it on BK if he didn't have something like Steady Breath?

Wrath and Steady Breath make a potent combination together but they are not dependent on each other either. Both skills are fantastic on BK regardless of whether you have them both or by themselves

On Zelgius vs BK, even when BK has two merges you're looking at a 49/35/35/36/18 for BK vs 49/36/30/38/21 for Zelgius. Now today that BK might be better due to the speed bane, but if you pull a better IV Zelgius down the line you may regret sticking Wrath on a unit with low merge potential. I do think Wrath is best on Zelgius or BK since Black Luna is the best special in the game and Steady Breath/Wrath/Quickened Pulse is a ridiculous combination.
