There is a lot of good characters that would most definitely benefit from steady breath. Do you have someone in mind or a list of your viable characters would help

A dragon with Lightning Breath, Lukas, or Ike

Any unit with decent to good speed and nice bulk would love steady breath. But if you don’t have any units that fit the bill, set them in the fodder warehouse for later use.

The other ikes are also decent candidates. Could also potentially wait and see the stats of the new heroes. The two armored ones might be good with the skill as well

Zelgius/Black Knight and Dragons are the best candidates imo
