5 star exclusives are not elligible for this list, as that's not really something to work towards(i.e. getting the feathers over time) but more a question of luck or how much money can your throw at it.
Mine so far are Fae because she's a very solid green, and she's a dragon(which is extremely Badass) The second is Hana, because she shares the name of one of the three main characters in my favorite movie, Wolf Children by Mamoru Hosoda(If you can find it, watch it. It's a bit slow, admittedly, but I loved it. Watched it...maybe 30 times?) I don't have a third at the moment.
I give props to those who want to do a max merge project, for me it's tough because feathers are so scarce in this game (at least to me). If anything my project would be Navarre since I'm an enthusiast, I just need 5 more to go and he's complete. Aside from Navarre I'm working on Jeorge respectively since he's always been one of my favorites and he looks really cool in heroes.
When we get enough revivals to have a max merge Navarre, I'd like to see that. Sounds like he could be quite powerful. My Hana's gonna have a very non-traditional build. Focusing on getting her to a good defense level, and furnishing her the Heavy Blade Seal. When I'm done, she'll have 56 atk, and that should be plenty for Heavy Blading.
I'm cursed that all my favorite units are at 5 stars and I'm free to play, so merges have always been a bit of a big deal to me. I'd be ecstatic to hit +4 for my most favorite units even.
I am working on a couple 4* merges like Nino, but that's it.
It's just that none of the dragons appealed to me, their art didn't really attract me. Fae's is ugly imo, and Nowi's just... too Nowi. I'd maybe try A-Tiki and I do like F-Corrin. Haven't pulled her lately.
Hey, until this game, Nowi, Tiki, and Corrin were the only dragons I knew off from Fates and Awakening, so seeing there were more, I was rather happy about that. The dragon morphers are my favorite characters after the beast morphers. If ever they release Panne, she will jump to the top of my max merge projects list(Please, DON'T MAKE HER A 5 STAR EXCLUSIVE, DAMMIT!)
Currently; I have two that I'm focusing on; and a lot more that I've got started.
My focus pair are Camilla (first 5* I pulled) and Jeorge (because I pulled multiple of him at 5* early on). Both of them have inherited all the skills they need for their full builds (and some extras), I just need to amass a ridiculous amount of feathers to get the merges flowing in since I've pulled enough of each to get it (Camilla's currently +4 and Jeorge is +3)
One of my 2 favorite girls in the series. You're right about 5-stars being a bit too spendy to merge out fully, so even if Lucina is likely a pipe dream, I feel Soleil is something I can hopefully build towards this year. Would also be great if Flashing Blade drops as a seal later as well, because my +SPD Lucy can use that while Soleil here takes the Heavy Blade seal freeing up the A-slot.
Haven't had much luck finding her in red hell at 4-stars - only once in like 50+ red pulls over the past few months, but I'm hopeful! She's my angel of death in arena and between how good she and my Lucina are, I'm pretty happy right now.
My boy Rob is also a project, just priority #2. He gets used more for Tempest Trials where he runs renewal and breath of Life 3, but when he and Lucina team up with Hector and a dancer, they can clear most maps easily. He's also been able to hold up in arena offensive runs pretty well with sworsbreaker lately. He laughs at reds and can lure in and kill a Brave Lyn if Lucina is supporting him in an adjacent space.
Cherche and Nino I like to build up too, though feathers lately are all going towards Soleil and Robin. I like to use my favorites, so getting to build them up over time at 4 stars is great. If only Lucina, Hector or Ike could be as well.
I have about 4 5* max merge projects I'm currently doing:
A +Res -Spd Distant Counter Hawkeye that's currently +3 with 3 extra 4* Hawkeye in the barracks.
A +HP -Spd Steady Breath/QR Chrom that's also at +3.
A +Spd -HP Close Counter/Blárowl+ Robin who's at +2 merge.
And a Berkut who is only +1, but I definitely want to invest in him when IS give me enough copies of him from his GHB and quests to max merge.
The main reason I started them was because at the time, most of them was considered to be extremely outclassed by other units according to most people when Skill Inheritance was released: Hawkeye was outclassed by many other axe units, Chrom was outclassed by Lucina and Marth and Berkut was outclassed by Camus. Plus the fact that they're some of my favourites from their games, except for Hawkeye, as I only knew about him from Heroes.
I'm passive working on every semi-limited unit we've gotten, especially Michalis for my flier team and Marth?, but the two that I am actively working on are Effie and Clair. Effie is almost built, I just need to promote my 4* Effie that has A: Res+3, then I need the SP for Bold Fighter 3 and she'll be done. Clair is built, she just needs the merges, though I may change her B slot ability to Wrath or something.
(Suggestions welcome, she is my Flier Emblem tank. Except Bows. Raven Adept S!Camilla tanks bows)
I have enough to get both up to +7 at the moment. I use my Fliers more than my Armored units, though, so I tend to favor promoting Clair over Effie, though I don’t exactly ignore the latter. I'm focusing on them because Clair is one of my favorite units and quad-strike Effie is a fucking *monster.*

I’ve replaced Nino with Soren a while ago. I can’t help it, I love him too much, and I’m the type of person that would rather use units that they like. I am f2p, but I had a lot of feathers piled up so I went all in. My Soren is currently merged +5, all 6 have been promoted from 4*s so far. I haven’t pulled many greens recently but my goal for him is +10. I love him. A lot. He’s my favorite FE character that’s currently in the game.
