Who to 5*

I have a +Spd/-Res Nowi, and my Anna.

Anna would grant me more feathers in the long run and I really like her character. However my Nowi already has TA, Lancebreaker, Threaten Res, moonbow, and I really wanna use her too.

My other 5* greens are Camilla, S Camilla (Ik great luck :/), and Hector.

My other 5* blues are Sharena, Hinoka, Ninian, Azura, and Tsubaki+2

It depends on how much feathers do you have. I invested time rising Anna, Sharena and Alfonse to 5* for arena purposes, but your Nowi is quite interesting.

Probably i will wait for Nowi and promote Anna since in 2 weeks you will need her in the arena.

I agree. From the units you listed, it doesn't look like you need another blue and you already have a couple of tanky units too. Although Nowi is a great tanky blue unit I think she can wait a little bit longer.
