Whitewing Weapon Question

So, this is probably a REALLY stupid question, but I figured I'd better get my answer before I invest in the trio. Does the whitewing refine's brave effect work under the same conditions as the stat boost, or is it always in effect?

because if it is, catria is now basically physical reinhardt. spd boon and desperation is a quad hit with two moonbows versus reinhardt's res hitting and range; palla obliterates anything even remotely plant-colored, enough to even make surtr hope and pray; and est is the new scourge of tiers 16-21 (nothing below that though, tier 15 and below is a lawless land of horses and mages).

Yes, 2 fliers must be in range for the 'Brave effect' as well.

It should be a stupid question, except it's not because IS is stupid at making descriptions reliable. Multiple people have had to ask this question, and it's for the better that people ask because the brave effect does, in fact, have the same condition as the bonus stats.
