Which should spend feathers on first?

So I have both a Nowi and Dorcas who want Aether, and also a Soleil who wants a merge. The three of them are my main team; a picture of their builds is below. Dorcas and Nowi carry my enemy phase while Soleil carries my player phase.

With Soleil, I have a 4* Soleil that has Hit-and-Run, which would be a better B-Slot skill. Right now she has Axebreaker because of all the Wary Fighter LA Hectors I'm finding in the arena.

With the other two, I have two Chroms who are both ready to be promoted for Aether fodder. Dorcas feels like he needs it more in my opinion, but Nowi would be crazy good with it too.

I only have around 11k feathers, since just last week I spent 60k on Soleil lol. Thoughts on who to give Aether/merge first?
