Which Ragnarok is better for a neutral Celica?

I am really stuck between the Brazen Atk/Spd refinement and the speed boost refinement. Which is the better choice. She also has distant defence, renewal, odd restance wave 3 and distant defence 3 Scared Seal.

I'd say brazen atk/spd refine for ANY iv. If you have -spd, with L&D she gets 40 spd during her first battle and 47 spd after and she'll destroy everything with desperation. If you don't have -spd, even better. She'll have at least 41 spd during her first battle (supposing you use fury, which grants the least spd boost) and 48 from then on.
