Which Nephenee IV to choose?

In the most cases, speed will be better, this is one of them, her attack isn't that high, but with enough speed she will hit harder when she use the second hit if her special activate with wrath

I believe Nephenee's best boon is speed. Her atk is a bit on the low end, but she does rely a bit more on her special, and wrath to do more damage than she could with a small increase to her attack.
