Which Ishtar is better overall?

I've had a +Atk -Spd and I got lucky and pulled a Neutral one today. Just wondering which one would be better overall.

P.S. I'm pretty much keeping her standard kit except Desperation for B slot.

Unless you're fine with her being a bit slower and maybe missing a few kills then +Atk otherwise Neutral is better.

Probably stick with the +Atk one. She gets +10 Speed on initiation with Mjölnir and Swift Sparrow, so she'll be doubling most units anyways. Besides, you can always patch it up with the Speed+3 seal.

I was thinking that too but she along with my Celica are top picks for the Flashing Blade seal. So that's why I am debating this.

At -Spd, with Swift Sparrow and Mjolnir's Darting Blow, she'd get 43 Spd at base, which isn't terrible on its own, but doesn't do as much for her against faster units. Attacking a second time will more than make up for the measly 3 damage difference from a single attack. Plus, she has great burst with Mjolnir's Killer effect so that's also a plus.
