which Cordelia is "less" worst

With full barracks and needing to free some slots, while waiting for other unit/skills for complete other builds... my option are some 4* Cordelia but actually not best IVs
+Atk - Spd, +Spd -Atk, and others with +Res -Hp, +Res - Def

which could be a better option for upgrade and start a merge project(actually to 5*+4) and wait later for a optimal IV

+Res/-HP or -Def is probably better, at least in my book. Speed and attack are probably her two most important stats (although Brave Lance builds can be done with high speed or low speed, so it depends on the build you're going for).

Depends. What build are you planning? Standard Brave Lance+ and Death Blow could use +atk -spd. I recommend against using your +spd one; at your merge level her spd isn't good enough to quad, and even if she was able to, -atk won't let her do much damage. +atk has much better output. Just keep her out of danger, either by Reposition or use Hit and Run.
