I guess this is for arena scoring? Also what are their ivs? I would go with an expensive set if she were +Spd. I really don't see the point of investing in both Def and Res since they are really low.

Maybe a Brave bow, Death blow, Chill Spd, Odd Atk Wave set. ( An expensive build?)
