Which 4* Unit can be promoted to 5*

I have a lot of 4* unit and resources for upgrade at least 2 or 1 unit/1 fodder if worth it.
In the attached file, the 1st part are the max level unit, 2nd part 3/4* with not max level, last part the units that are used More frequently on my team.

Any suggestions??

helps if you check the ivs for them. go to promote and select them so it shows their 5-star stats and you can check their ivs at lv 1 that way.

Cuz at first glance a few units look good if they have the right ivs like Nino (who is amazing), Thajra, or Reinhardt.

I agree with this, but I would say promote Reinhardt (not accounting for IVs). Those three are amazing, but Reinhardt doesn't require a support unit to draw his full potential (since he doesnt use bladetomes), and it doesn't seem like you have good support units like Erika or Ephraim

I agree with the above. Provided if any of those mentioned units came with good IV's, then personally Reinhardt should be the first to be promoted as he is amazing by himself. If he doesn't have a good one, then go with whatever they suggested.

The IVs are the following
Reinhardt // +Def -Res
Nino // +Atk -Res // +Res -Def** //
Tharja // +Res - HP // +Def -Spd** //
