Which 4* need to be upgraded

I Have some 4* Unit(max Lvl) that can be upgraded and resources for at least 2 units.
The principal options are
Reinhardt // +Def -Res
Nino // +Atk -Res // +Res -Def** //
Tharja // +Res - HP // +Def -Spd** //
Camus //
**Other 4* Lvl 1 unit

In the attached file, the 1st part are the max level 4* units, 2nd part 3 and 4* with not max level Units, last part the units that are used More frequently on my team (The colorless changes according the Arena)

Any suggestions??

Just wait for better IV heroes.
Nino + spd or Atk
Reinhardt only +Atk
Tharja +Atk or spd
Those IV are worth of upgrade.

If you really want to uprade one of those, I would recommend Camus, since he's neutral and always good with his built-in DC.
Strong cavalry unit, strong lance user anyway (speedy and hard-hitter). You can always use him. Good synergy with Xander in the worst cases.

The others don't have IVs worth the 20K feathers investment imho.

What about those other IVs :
* Cherche (if she's +Atk -anything but def, she's good)
* Setsuna (if she's +Atk -anything but speed, you can try a quadsuna build ? Even though you already have 2x 5stars grey units)
* Palla (decent green check, good red flier in flier emblem)
* Cecilia (Strong blade user in cavalry team, good gronnraven user. +Speed, +Atk or even +Def if you go for the raven build)

If you really want to promote something, you can always build Alfonse ... He's bonus unit 1/3rd of the time. Worse than the other two but OH WELL.
Oh I just noticed that you didn't have a full built Sharena or Anna. Those are good options too, preferably Sharena :)
