Where Should Wrath Go?
I yolo summoned on the Shadow in the Mirror banner(Due in part to others sharing their awesome luck on it) and got a Nephenee, she is +HP -Def, and I have already way too many lancers, so where should her Wrath go?

2. B!ike
3. Lucina if I pull her tomorrow in the free summon
4. Wait till the New Heroes Banner this week, maybe one of them can use it?

None of them are good options for Wrath. Plus you shouldn't expect to get Lucina just out of a single summon.
Wrath is good for units with a good bulk and preferably have a weapon that already gives +10 dmg upon trigger of offensive special. Good bulk comes from good def or res but also good HP or good Spd. Obviously a unit can't have everything. So you are either looking at an armored unit or a low Atk unit in the case of mix bulk or only focus on physical or magical bulk. At the same time, Wrath build only comes into the question when Ignis/Glacies builds are not effective. Use that to narrow down the heroes.
Good examples include BK, Ayra, Selena (search for Lu Bu's fire emblem videos). When Ayra is in Wrath range, she can OHKO many blue tanks and she has good physical bulk to sustain a hit to enter Wrath range. (Mia does even more although you run into survivability issue.) BK, Selena have great mixed bulk with BK having an OP 3 turn special that can be turned into 2 turn with Steady Breath or Quickened Pulse; and Selena having access to Wo Dao. All three either already have DC weapon or can sensibly use DC on A slot. Being able to counter ranged units greatly increase the utility of Wrath on them.
In your list, for example, B!Ike can already use Ignis/Bonfire/Aether in conjunction with Steady Breath and each have their use with sufficient attack power. Wrath can add to Bonfire to some extent. But it is questionable how much you can get out of it. In the case of tanking a physical hit and retaliating with Bonfire, a physical melee hit may not reduce B!Ike's health enough to Wrath range; whereas double hits will trigger Ignis, which has sufficient power without Wrath. In either case, Wrath is a little wasted.
Also keep in mind that Wrath is one of the more premium skills, unless you plan to build a hero towards +10, there is little reason to sacrifice your only Wrath. That is another reason Wrath is not good for B!Ike. His Steady Breath and L!Ike's Warding Breath are some of the most commonly needed skills. You are unlikely to find it worthwhile to build B!Ike to +10 when you can build many other +10 units to their fullest with a few copies of B!Ike.
