You can typically expect it a week prior to the months New Hero Banner. The announcement follows the Legendary Hero Banner, so id estimate 29th-30th.

It's usually at the end of the previous month (Aug 28 - 31) or the first few days of the new month (Sep 1 - 3), with the update coming out 8 to 13 days later.
