This reminds me of someone pointing out that Zelgius in training tower isn't spawning with his legendary weapon and black luna, instead he's spawning with other lower level things even at lvl 40, like just Luna. I bet there's a glitch in the code for his skills and he's just never spawning with the right things right now.
