What other things does FEH need?
1. Method of acquiring merges for limited units outside of once-a-year rewards that are missable
2. Method of changing IV's outside of summoning, perhaps using arena medals as a currency to reroll IV's so that theres a reason to grind out medals.
3. NPC Capturing in a way that Fates had, in order to collect cute NPC's.
4. A method of trading that stifles rerolling alts, perhaps limiting trades to accounts that have obtained tier 18+ in the arena, have completed all story missions, or require a currency, like badges or arena medals.
5.A mode that lets you grind out orbs or orb fragments, which can then be used to get an orb, so that there is a way to farm orbs, even if it takes a ton of effort, so that f2p isnt completely left in the dust.
6. Arena weight rebalancing, so that you're not required to run armors specifically to hit rank 1 in tier 20. Maybe adding another stat to each character that can be increased over time to add more score potential to said unit, like hero merit, but only farmable in arena settings, that way the more you use a unit, the more its worth, thereby making units such as the askr trio more worthwhile in the arena, should limited unit merges or askr merges be obtainable.
7. A 1 star unit banner that is permanent but features every normal unit at 1 star rarity, and is permanent.
8. At least a 1:2 ratio between alts and new units, that is to say, two new units for every alt. The franchise has a dickload of characters that have no chance of getting in at the current rate. Like Dorothy.
9. Weapon changing mid-map, at the cost of using that units movement and turn to do so. I know a lot of people have a ton of different weapons on their units that they never get to use, because theres never a reason to use them.
10. Event recap including the cut scenes from story mode and paralogue maps.
Answers
The problem rerolling IVs is that, FEH is a Gacha game at heart and the unspoken rule of Gacha games is that "You get what you get, and no changing it". not only that but whales will have an easier time when they already have an easy time making units, which is kinda unfair.

You know what else is unfair? Spending $6,000 to unlock a character.
You know what else is unfair? Other games not having a pity rate.
You know what else is unfair? Other games hiding their pull rates or having pull rates that are 1% or lower.
You know whats not unfair? Nintendo breaking those systems and making gacha more player friendly. No reason they couldn't add IV alteration.

6. I've always felt they need to overhaul arena, not tweak it. The way you progress has been broken since the beginning: favoring merges, expensive moves, and abilities that are just newer. I know why they do it this way, to encourage more spending on new units. But I want it out of the competitive field. Arena should be ranked by a combination of win/loss, units left alive, and how many turns needed.

12. Emblian essense or Hero essense. Some form of power that can increase your starting characters as a merge. You would roll for it on the banner, same as everything else. When it drops, you "merge" it with Sharena, Alfonse, or Anna depending on what color it is. Maybe even throw in boon/banes to change them from neutral.

13. Actual events. A couple of short story maps is all we get with seasonal units. It feels so bare bones. I'm not expecting rewards pouring left and right, but I'd like to see more substance to the events. And on that subject, more substance to the story, too. Story quality aside, the main story chapters themselves are so short.
14. A use for excess materials. Arena Medals are super easy to get and with a bunch of the multiplier events we've been getting lately, Badges and Shards pile up quickly and collect dust since Sacred Coins and Refining Stones are limited in availability.
15. Maybe not something it necessarily needs, but promotions solely for the sake of inheritance are expensive. They could implement something like: when selecting the unit in question to be foddered for inheritance, you could promote them in the inheritance menu in order to have the proper inheritable weapons/skills available at a reduced cost. By doing it in the menu itself, it couldn't be abused for the sake of merging.
