I I spent all my orbs just to get Lyn, which I did, but the iv is half terrible. I have no idea how to build her, any tips?

Edit: Also one more question, if you refine her default weapon with wrathful, does the enemy still counter attack without dazzling staff skill?

Yeah, the status effect is only applied after combat, so the enemy can still counter B!Lyn. Otherwise, there would be no point to the existence of her other refinement (also, I just checked it on Kagerou Chart, just to make sure.)
I would definitely use both her wrathful staff and the dazzling staff skill, they look awesome.
Same. Maybe she will not be as strong as a healer using Dazzling Pain+ Wrathful Staff 3, but if you don't have any Gennys to spare B! Lyn's default kit (with the wrathful refinement) doesn't seem half bad, especially with that atk boon; maybe it could bring even greater utility.
Btw, did you notice that your B! Lyn ended up with a very similar offensive stats to a neutral Elise? Perhaps you could take a page from her book and use a skill that increases her atk/spd in the A slot and use Savage Blow 3 on her C and S Slots...
Some spd buffing skill like Hone Speed or Speed Tact might work even better than Savage Blow, since they would allow the other units to take full advantage of the Candlelight status effect. You might want to put that Spd Smoke seal that we just got in this Tempest Trial in some other unit as well.
Edit: I'm still relatively new to the game so take my advice with a grain of salt.
No worries its fine, I do have a spare Ayra around I might fodder her off for swift sparrow, or ill wait for winter robin so I can fodder brazen atk/spd. I don't think healers can use 'smoke' skills, but if you're talking about ss speed smoke then that's awesome, even though I was about to put res smoke on her, but she can't use that certain skill. Ive actually built her aswell, I could possibly change her c-slot skill or a supportive skill?
Never mind the swift sparrow, I just noticed that staff users can 't inherit it... I think that Atk + 3 works just fine.
Edit: The Smoke SS do not work on her either... My bad. Since I have never built a 5* Staff user before, I was not aware that there were so many restrictions.
It's understandable since they are supposed to be specialized in healing and support... If could just throw a bunch of offensive skills in units that can't be counter-attacked, deal status effects and can even heal their allies and cure negative status, they would probably become OP.
Btw, why did you choose to inherit Fear+ on her instead of Pain+ or Gravity+? Pain+ is generally considered to be the best offensive staff, and Gravity+ is generally considered to have the best utility... At least from what I've heard from other people around here. At the very least, those are the staffs that appear in the largest number of "optimal" sets in this site.
Also, about Martyr... I'm assuming that you've inherited Martyr+ to her as well, right? Otherwise, I see little reason to use it over her native Rehabilitate+, which is a pretty great skill... Rehabilitate's healing escalates according to the damage suffered by the target.(The more healing the target needs, the more healing it receives.)
