What to do with second Ophelia?

So I pulled a +HP/-DEF Ophelia, but I already have a +RES/-ATK on level 40 that I haven't really built...
Should I build the new one and merge the old into her? Or are either Rally Up Atk or Chill Res 3 valuable enough skill to fodder to someone else?

Rally Up Atk and Chill Res are both good fodder so, unless you really like Ophelia, I'd build the +HP -Def one and make the other a combat manual. Her Atk is her best feature (stat wise, anyway) so you want that has high as possible for her optimal one-shot build.
