What to do with 2 Spring Catrias

The sad part is I'm trying to get Legendary Hector and Brave Ike... I somehow pulled 2 Catrias BACK TO BACK in different sessions. The first was -Atk +HP and the second was -HP +Res. Should I keep and merge or somehow fodder for Chill Res (I can't think of any good units who would make good use of it)? I already have perfect Reinhardt +1 and Ishtar whom I have an extra copy of.

Reinhardt is a good chill res user. It essentially makes him deal 14 more damage to the debuffed enemy.

Yeah, but rip my only Oswin and Lance Breaker, lol. Guess I'll give it to Nins or Rein

Well, in our cheerleader meta, and you're not using a soren (who has it in is refined weapon I believe with chill spd) or a Liliana (again in the weap ) then it's a great way to debuff up to 3 stats from one unit as opposed to 2 from ploys
Reinhardt is the single best unit as with his higher than sister attack, he is a brave tome user that gets an extra 14 damage on the inflicted, as well as he doesnt really need a B skill anyways
Other examples include units like deidra who need the extra damage due to low attack (same with julia) blade tome users without speed support (either tactics or emblem) or on non-offensive units (think Olivia, ninian or Azura)

Soren has Chill Attack in his weapon, along with an owl tome refine. Most people that I know put Chill Speed in his B slot.

That's pretty true; I don't have Soren, but I do have Lilina. My Julia is very lackluster and I don't plan on ever using her (leveled her up to 40 and didn't use any SP). I guess I'll just give it to Reinhardt, with his +Atk and +4 he'll effectively have 59 brave effect. I also have a Ninian, so I guess I could use Skill Sets for her on my mage team of Lewyn, Ishtar, and L!Hector.
