What affects arena tier?
I'm not really super into arena, usually only doing three matches a day, so I've never really figured out what determines which tier we're in. I've been tier 17 for a good while now, but lately I'm hitting 18 sometimes. Is this because I got four merges on one of the units on my team (taking him from not merged to +4)? I don't think I've been doing much different from before. Or does my tier change with how much I play/win matches?
In other words, if I want to increase my tier, do I need to do more merges on my team, play more matches, or both?

For High Tier Arena merges are key.
There have been several posts on Arena Scoring, but basically the main points are a Units BST, SP cost of skills on the units and Merges. The more units you have on your team that score high in these categories means you are more likely to be matched up with higher scoring opponents.
Getting kills with a weekly bonus unit nets you 3 bonus points per kill. After 5 rounds (or being defeated) you have your arena score that gets weighed against all other players in your tier (highest score for the week is the only one that matters - it won't be replaced by a lower score), where your score falls determines if you advance stay or drop back down.

Thanks, that helps a lot. So, since Genny is on my main team, I'm guessing I should merge her with the two extras I have. I've been holding onto them for Wrathful Staff fodder, but it's been months and I haven't had anyone I want to give it to yet, so those units may be more useful to me as merges.

Healers generally have Low BST and Low Skill SP so they aren't really that good for scoring (hang onto those extra Genny for now). If you really want a Healer choose one that's easier to merge and just give it the generic pain+ build (won't need Wrathful Staff for that) in fact not having Wrathful works in favor as the main purpose is to chip damage them to oblivion, for your bonus unit to get the kill.
Then enjoy your Genny for all non-Arena content

As someone who has a +10 Genny whom I use in arena, I actually second this argument. To really get a good score with her, you need higher merges and C Dual Infantry. I got away with it for a while when she at +5 or so, but I had high merges on my other units and I was only T18-20, depending on the week. It's possible, but pretty hard.

You just need to get the score posible in 5 consecutive wins. How high your score can get depends on:
1. Your units' BST (total of stats of a unit without skills (nor weapon) equipped). Armored and melee units have higher BST. Cavalry units, dancers/singers and ranged units have lower BST.
2. Merges.
3. Unit rarity (it doesn't matter if they're 5* exclusives or upgraded units, just the current rarity)
4. SP cost of skills equipped (the 50% extra cost of inherited skills is irrelevant).
Edit: Ever since tier 21 was introduced, you get more points by getting as many kills as posible with the bonus unit. I hope they change this at some point.

This explain why you'll see a lot of dragon and armor units (score higher) in high tiers.
BST (There is now some A skill to get a 170 BST, it's really good on low BST unit like dancer or mage), merge and skill cost.
Aether = Galeforce > Bonfire and like
Pref weapon + DC is a nice start for example.
Oh and don't forget to use boons (on the right season, with a Legendary unit) because those units score high most of the time and gives your focus unit some bonus.
