I'm still satisfied because I've always wanted him just for the sake of having him, but I wonder what I can do for him as far as his build is concerned...

If you're using him in a horse emblem team the cavalry buffs will easily patch up his speed. If not, you could always s-support him if you really like him and give him the speed +1 sacred seal, neutralizing his bane. I did the same with my -atk Lyn and it works pretty well.
