You can. Legion is better than Raven anyway. But's that's my opinion. Legion is stronger than Raven and has a good skill set so tweaking him shouldn't be too much of an issue

Brave Axe+ is his most powerful set compared to his base kit, give him Life and Death and Desperation with Brave Axe+ and since the Sacred Coin update I highly recommend you give him an upgraded +3 Spd seal to put his speed at 38, making it much more easier for him to quadstrike.

Well, him and Raven are the best infantry quad-attackers in the Axe category so it’s not exactly a bad idea, but they will both severely underperform compared to Cherche and Freddy, that’s for sure.

If you don’t have a good Raven and/or don’t like him, have the resources needed, and don’t need the feathers for anything else, then I say go for it, not many others can use Brave Axe as well as they can. He’s just extremely costly to build and lacks IVs.
