Warding breath

So I pulled a -atk V!Ike on the legendary banner, and I'm not sure if I should merge him into my free V!Ike or give Warding Breath to someone like Nowi.

If you’re short on Steady Breath to fodder off go for Warding Breath instead; I was in the same situation as you and I built my +10 Nowi like this;
