I also used to have a +hp -atk Olivia before I managed to change to a better one. Just gave her fury, luna and atk/def 2 sacred seal and she did fine with the rest of her base skill set that she already comes with. Her main strengths are flying movement and her weapon effect. Her own fighting ability is only secondary.
