Veronica Fodder?

Pulled an extra Veronica. +Def-Spd. I'm really tempted to fodder her off for Wrathful Staff but Wind Fire Balm and Close Guard seem like really useful skills to have. What types of units can benefit from those skills?

Or should I just merge?

Depending on your team, I would give away Close Guard.

I gave it to my Lilina now my Corrin and Kana face tank everything even better.

Make sure you give Close Guard to an ally that WON'T be face tanking hits.

If you want Wrathful staff, just wait until Geeny reappears in a legendary banner.
Veronica has more useful skills.
The new balm special with a high merged healer to make it worth it.
And Close Guard to a buff bot like Marth or Corrin.

Windfire balm has the same issue as the wave skills - it isn't consistent. If you're going to inherit it off, I would put it on a team that can function without the extra buff but which might use it well against particularly tough enemies.

Close guard seems good on ranged units in general - blade mages, Sothe, other glass cannons, support your tanks.

Unless you want to take Veronica to +10 I don't normally suggest merging. There are units that can attack more effectively than she can, and her fodder is REALLY good. Even if she had only wrathful staff she would be important fodder.
