Vengeful Fighter

I've been working on some builds involving vengeful fighter and I was wondering if it works similar to steady breath with the special cooldown charge?

It's more similar to an Enemy Phase Heavy Blade. You get +1 charge when YOU counterattack an enemy who has initiated combat against you. Steady Breath gives you the extra charge no matter who does the action as long as the enemy was the one to initiate combat.
