Using feathers to make Chrom more useable?

Back when I didn't know about IVs and other stuff I pulled two 5* Chroms and apparently merged them both together, later realizing the outcome was -atk +res, the most terrible IVs for a Chrom.
After some time I pulled a 4* Chrom who has +Spd -HP and I went to KageroChart afterwards to do some experiments. I could upgrade the 4* Chrom to 5* and merge the +1 one with the former 4* one and with Fury and a speed seal he would have a stat spread of 45 HP 57/34/35/20. Although being pretty good, I still have other sword users that can get the job done pretty well, like Marth, M!Marth, Ike (and Saber). Still he could fulfill the tank role better. And another problem is, the indecisive me has a lot of projects for heroes he wants to get done like Effie, Donnel, a +10 hero, Hancide...

TL;DR I wanna use feathers for a 4* Chrom to atone for my mistake I did this spring. Is it worth it or should I just use the feathers for better heroes like Effie and a +10 project?

Well with +Spd he can avoid more double attacks which make him overall bulkier so I thought it would be a good option and simce he already has such skyhigh attack.

Exactly this. If you use him as falchion he is okay but way under other sword users. Brave build is what makes him somewhat viable. So spd ivs, not so good on him.

It all depends on how you want to use chrom and how much you like him. I really like his brave sword build, therefore I promoted a +atk -spd chrom. You might have different plans with him, so a different IV might be in order, so it's your call on this IV thing.

As for the second point - my personal priority is always based on how much diversity can the new addition bring to my roster or how much I like that certain character. Even as a f2p I no longer bother with going only for strong characters and I just promote what I like and I also have a couple of heroes ready to be merged to better IV ones.

So to sum it up, it's a highly subjective question in which people can't really help you that much, because it depends on your priorities to begin with.

This is fairly accurate. Given that you already have sevreal stellar sword options, I wouldn't bother until you got a better IV. +Atk is ideal, but you can also go with +HP if you're wanting to make a Renewal/Reciprocal Aid monster to go with his excellent HP pool and Falchion.
