Until some summons a Spring Kagero

After some tries, I get a +Hp -Def S-Kagero, not the best IVs combinations but at least i think is not total bad, or it is?

Considering this as a neutral unit, there is a "good" build for make she useful??

I myself got a +HP/-Res. At least the HP super boon offsets the super bane in Def and Res and keep her 150 BST for arena purposes like if you want to use her for the bonus unit.

I will personally use the fury+desperation combo. After one hone flier and fury on, she can reach 56 Atk and 43 Spd before goads if you use them and weapon refine stats.

if you find her speed is lacking, give her darting blow until you can get one with a spd boon and refine her weapon for speed
